That combination is normal at this stage and it is precisely why the visit is worth making before the painter arrives and covers the evidence. Paint fills gaps and hides damage. Once it is on, arguing that a mark or a gap existed beforehand comes down to your word against the builder's.
Whatever closes the space between a window frame and the opening it sits in. Left incomplete, it is an air and water path running the whole perimeter of the window.
