What the bottom plate does

It is the timber the wall studs stand on, and it transfers everything above into the slab beneath. Where it sits on that slab is therefore not a detail.

What was recorded

Bottom plate overhang, twenty five millimetres, recorded twice on one Leppington frame inspection.

Why an overhang matters

The plate is bearing on less concrete than the design assumed, and it is doing so nearer the slab edge, which is the part of a slab least able to carry a concentrated load.

Why it is easy to argue about, and easy to settle

Because it is a number. Twenty five millimetres is either acceptable against your engineering and the tolerances or it is not, and neither party has to characterise it.

How it happens

A set out taken from the wrong reference, or a slab poured very slightly small. Both are common and neither is deliberate.

It is enough for us to record and photograph it. Whether it matters structurally is an engineering question, and the report says when one is needed.

Can it be fixed?

At frame stage, sometimes by repositioning and sometimes by an engineered detail. After the brickwork is up, only by the second.

Would I notice it?

Standing back, no. Looking along the base of the frame at the slab edge, yes, which is one of the few checks an owner can genuinely make.
